Components of a Site Assessment Report
A Site Assessment Report (SAR) in the State of Florida is performed in accordance with Chapter 62-680, Florida Administrative Code (F.A.C.) with the goal of delineating to the extent feasible, the presence of soil, groundwater, and soil vapor present at a site. Several key components of a SAR include:
· A detailed summary of site history and operations;
· An evaluation of the site’s surficial geology and surficial aquifer characteristics;
· Scaled site maps that illustrate the water-level elevations calculated at each monitoring well;
· Details of preliminary assessments and interim source removal activities performed at the site;
· A vicinity map depicting pertinent features such as local drainage features, land cover, property boundaries, supply wells, and any potential off-property sources of contamination identified during the assessment;
· Maps depicting exceedances of detected contamination in soil and groundwater; and
· Summarized conclusions and recommendations for the safe and efficient redevelopment of the site.
At the conclusion of the SAR, one should know the horizontal and vertical extent of contamination in every medium found to be contaminated, the source of the contamination, background concentrations for areas unimpacted by the release, the vertical and horizontal rate of groundwater flow, and other key considerations such as the land use of the area impacted by the contamination and overall risk to health and safety of nearby occupants.
